Schedule 2 state owned diversified energy company reporting to the Department
of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to
the security of energy supply of South Africa and the Region through
exploration, acquisition, development, marketing and strategic partnership. It
is derived from the CEF Act (No 38 of 1977) and the Ministerial directives
issued thereafter.
JOB PURPOSE:
To lead and
manage the planning, execution, and commissioning of critical infrastructure
projects supporting the national gas aggregation and commercialisation agenda.
REQUIRED
MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Honours degree (NQF 8) in Civil Engineering/Mechanical Engineering or equivalent.
- Minimum 5 years’ experience and 3 to 5 years in
senior project leadership in large-scale infrastructure or capital projects in
the energy, gas or public infrastructure sector.
- Professional registration as an Engineer is
required.
- Project Management certification is desirable.
- Experience managing public sector projects or
working in a state-owned entity is advantageous.
- Proven experience in managing multi-disciplinary
engineering teams and contractors.
- Master's degree in civil engineering/ mechanical engineering or equivalent will serve as an added advantage.

KEY PERFORMANCE INDICATORS:
Infrastructure Project Management
- Oversee full project lifecycle for infrastructure
projects (feasibility, design, procurement, construction, commissioning)
including ensuring availability of LNG terminals, regassification, pipelines
and other key infrastructure requirements.
- Work with Senior Project manager: Sourcing and
Supply to confirm infrastructure requirements for sourcing gas and ensure
requirements are met.
- Work collaboratively with Finance to secure funding
for large scale infrastructure projects,
Technical Oversight
- Lead technical assessments, design reviews, and
infrastructure optimisation processes.
Procurement and contract management
- Manage tendering and contracting for infrastructure
development in compliance with PFMA and SCM frameworks.
Stakeholder and regulatory engagement
- Coordinate with municipalities, SOEs, regulatory
bodies (NERSA, Transnet, DMPR, DMRE and others), and service providers.
Risk & Quality management
- Responsible for the development and maintenance of
a infrastructure quality management framework that aligns with international
and local quality standards.
- Identify project risks, implement mitigation
strategies, and ensure alignment with framework.
Compliance and reporting
- Ensure adherence to regulatory, legal and
environmental standards in all infrastructure development activities.
Resource management
- Coach, mentor and manage internal project resources
and contracted service providers.
- Responsible for developing budgets for projects and
ensuring budget expenses are within approved budget.
- Monitor project financials and resource utilisation
and report progress against budget.
