INTERNAL AND EXTERNAL VACANCY: SENIOR ACCOUNTANT: EXPENDITURE AND REVENUE MANAGEMENT (CEF TRADING): FIVE YEAR FIXED-TERM
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral & Petroleum Resources. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.
JOB PURPOSE:
The Senior Financial Accountant is responsible for managing the financial accounting and operational finance functions for specific subsidiaries within the group. This includes ensuring accurate financial reporting, maintaining financial controls, overseeing compliance, and managing day-to-day financial operations for the assigned entities.
REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Matric and National Diploma (NQF 6) in Finance, Accounting or equivalent qualification
- A minimum of 5-8 years' experience in a Finance, Expenditure Management or Revenue Management.
- Bachelor’s degree (NQF 7) in accounting or any other equivalent qualification will serve as an added advantage.

KEY PERFORMANCE INDICATORS:
Financial and Accounting Reporting
- Manage the financial accounting processes for designated subsidiaries, ensuring compliance with accounting standards.
- Prepare and review financial statements, including income statements, balance sheets, and cash flow reports.
- Ensure accurate and timely month-end, quarter-end, and year-end financial close processes for assigned entities.
- Maintain financial records in line with International Financial Reporting Standards (IFRS) / Generally Accepted Accounting Principles (GRAP).
Operational finance and business support
- Oversee day-to-day financial operations, including accounts payable, accounts receivable, and bank reconciliations.
- Monitor and manage cash flow, ensuring effective working capital management for subsidiaries.
- Partner with operational teams to ensure financial processes align with business needs.
- Ensure proper financial controls over procurement, supplier payments, and expense management.
General Ledger and Financial controls
- Maintain the integrity of the general ledger by reviewing journal entries and reconciliations for assigned entities.
- Ensure timely and accurate processing of transactions, accruals, and adjustments.
- Implement and uphold strong financial controls to mitigate risks and ensure compliance
Taxation and compliance
- Ensure compliance with tax regulations, including VAT, corporate tax, and payroll tax for the assigned subsidiaries.
- Prepare and submit tax returns and statutory filings in accordance with local regulations.
- Liaise with auditors, tax authorities, and regulatory bodies to ensure compliance with financial and legal requirements.
Audit and Risk management
- Support internal and external audit processes, ensuring timely responses to audit queries.
- Ensure all financial activities comply with corporate policies and regulatory frameworks.
- Identify and mitigate financial risks through robust internal controls and adherence to best practices.
Team management
- Supervise assistant accountants by providing daily priorities and monitoring execution according to priorities and timelines
